[LARTC] question about pkt_sched.h for tc

in the tc directory tc_util.h and tc_core.h use
pkt_sched.h which is stored in iproute's include
directory. is there any dependency between this
pkt_sched.h file and the ones that come with the
standard linux kernel source.
