Yes and no.  The number of tokens and ctokens is not fixed.  It can vary how 
much you have.  Each packet that's send, uses a token and ctoken from the 
token and ctoken bucket.  The number of tokens and ctoken that are put in the 
buckets, are based on the rate and ceil parameter.
