[LARTC] qdisc/filter to drop all packets

Get a 2.6.8.1 kernel and last iproute2 from
http://developer.osdl.org/dev/iproute2/
and then:
tc qdisc add dev dummy0 root netem loss 100

100 means 100%

Let me know it it works correctly.
