[LARTC] bandwidth shaping based on trafic on other host

Hi Folks,

It's been 4 days since I posted a question and did not receive any
answer. Can you give me a hint if linux 'tc' 'iproute2' tools are
able to do what I need?

I don't even know if they can do this and I should continue trying to
use them for my needs. It seems that what I asked is very hard to do.
I don't want the problem fully solved in a reply, just some hint will
be great!
