[LARTC] HTB doesn't respect rate values

because pfifo_fast uses default queue size for eth =3D 100. It is
almost the same as SFQ uses. Did you try my patch ?
Regarding wmem, try also increasing /proc/sys/net/core/wmem_max. Maybe
it is blocking TCP's settings.
